Photo: Man found dead with his own penis in his mouth

To start with, this photo came to media from twitter, however, Now I don't know the full story but from the picture, the man was killed.  Not only that, his penis was cut off and put into his mouth.  My question is, what has this man done to warrant this kind of death.
